I mean think about it people. Wars cost money. A lot of money. So yes, the king has to pay taxes to get an upkeep to pay his soldiers and buy weapons. It's the Medieval way of Medieval life. Modern life too. In the war in Iraq, American taxes have risen.

So, yes the VARDEN are FORCING galbatorix to STARVE his people by making them pay extra taxes for the stupid war THEY started.

Galbatorix used bloody means to get to the throne. He killed the previous leaders yes? Then the Varden kill him to get to the throne. It's the same thing dear. But for some reason, when there was a rider war they didn't make them pay taxes. Probably because dragon riders are so uber they can instantly summon millions of soldiers and millions of weapons and still have enough magic to fight a battle.
